What Is One Health?
One Health is an integrated, cross-sectoral approach to preventing and managing diseases in humans and animals. It brings together public health practitioners, veterinarians, farmers, environmentalists, and others from different sectors to work cooperatively to identify and solve problems before they become epidemics.
The Philippines has been working on One Health for more than a decade now. In 2006, the country launched its National Strategy for One Health (NSOH), which outlined the country’s goals for integrating health interventions across sectors. The NSOH defines One Health as “a holistic approach that integrates animal, human and environmental health into one system.”
To achieve One Health in the Philippines, government agencies must work together to create a framework that supports intersectoral cooperation. For example, the Department of Health (DOH) oversees public health policies while the Department of Environment and Natural Resources (DENR) oversees environmental policy. The DOH also interacts with other agencies such as the Bureau of Customs and Border Protection (BCBP) and the Food and Drug Administration (FDA).
To implement NSOH policies in practice, DENR works with local governments to develop plans for protecting human health from environmental hazards. BCP administers environmental laws while FDA regulates food safety products. These interactions create a complex web of relationships that are essential for implementing One Health initiatives effectively.

Philippines One Health Pass Requirements
The Philippines One Health Pass is a health passport that allows residents of the country to gain free access to healthcare services and facilities, as well as receive discounts on medical bills. The pass is available to citizens of all countries, and can be obtained at any hospital or clinic in the Philippines.
To obtain a Philippines One Health Pass, residents must first register with their local Ministry of Health office. After registering, residents will receive an identification card called a “One Health Passport.” To use the health passport, residents must show their pass to any healthcare provider they visit. Providers are required to accept the One Health Passport without question.
The Philippines One Health Pass is valid for six months and can be extended once for an additional six months. Residents can also use their health passport at overseas hospitals and clinics if they are travelling outside of the Philippines. Residents are not required to pay any fees for using their health passport.
How to Register For A One Health Pass
To register for a one health pass, visitors must first have an official passport or travel document that is valid for at least six months from the date of their intended stay in the Philippines. Additionally, individuals must present evidence of travel insurance coverage and proof of vaccination against typhoid fever, hepatitis A and B. Registration can be done online or in person at any regional office of the Department of Health. The fee for a one health pass is P1,000 per person.
